ESP provides the specific suggestions on how these ships required to be surveyed with respect to hull & structure of these ships.
While these inspection suggestions applies to new ships but the onboard ESP records(Condition evaluation report & thickness measurement report) are only available after first renewal & dry dock survey.
So onboard, you will not find ESP records for the vessels that are less than(<) 5 years old.
What is Enhanced survey program?
A ship undergoes 4 type of surveys during its 5 yearly cycle of statutory surveys.
Annual Survey
Intermediate survey
Renewal Survey
Dry dock survey
So where does Enhanced survey program fit in these?
Enhanced survey program is not a distinct survey. ESP just gives the specific suggestions about what to inspect during these surveys with respect to hull & structure of bulk carriers & oil tankers.
When to inspect?
The renewal survey may be started at the fourth annual survey & be progressed during the succeeding year with a view to completion by the 5th anniversary date.
(Special survey progress may start 15 months prior 5th anniversary date)
A survey in the dry-dock should be a part of the renewal survey. There should be a minimum of two surveys of the outside of the ship’s bottom during the 5-year period of the certificate. In all cases, the maximum interval between bottom inspections should not exceed 36 months
How to inspect?
For ships of 15 years of age & over, survey of the outside of the ship’s bottom should be done with the ship in dry-dock. For ships of less than(<) 15 years of age, alternate survey of the ship’s bottom not conducted in conjunction with the renewal survey may be performed with the ship afloat.
In any kind of survey, i.e. renewal, intermediate, annual or other surveys having the scope of the foregoing ones, thickness measurements of structures in areas where close-up surveys are needed should be performed simultaneously with close-up survey
